민주화운동의 주체로서 시민단체의 내적(지배)구조와 운영방식-시민단체 내부의 의사소통 절차에 관한 비판적 고찰-

이 글은 이른바 ‘(형식적) 민주화 이후의 민주주의’ 시대 혹은 ‘(실질적) 민주주 의로의 전환기’에, 다양한 분야에서 민주화를 선도해나가고 있는 시민운동단체들의 실상과 문제점을, ‘시민단체의 내적 (지배)구조와 운영 방식’의 실상에 초점을 맞추어 비판적으로 고찰해보고자 한다. 이러한 글의 목표와 관련하여, 이 글에서 다루고 있는 보다 구체적인 탐구 주제는 다음의 세 가지다. 첫째로, 한국 사회의 민주화를 주도해나가고 있는 시민단체들의 의사 결정 및 운영 방식이 ‘아래로부터의’ 자유롭고 평등한 대화 및 논의 과정을 통해 민주적으로 이루어지고 있는가를 비판적으로 검토해 보고자 한다. 이는 결국 시민운동과 관련된 주요 정책의 수립 및 추진 방식이 ‘위로부터 아래로의 일방적인 지시와 명령’이라는 비민주적인 절차를 통해, 소수의 집행부 수뇌들에 의해 결정되고 집행되고 있는 것은 아닌가 하는 점에 대한 비판적 확인 작업으로 귀착된다. 다음으로 민주화운동의 중심적 역할을 수행해온 시민사회단체들이―비록 일부 시민단체에 한정된 것이라 할지라도―현 집권 정치 세력과 긴밀한 유착 관계를 유지하는 가운데 그 자체 정치적으로 ‘권력화’되어가고 있는 실태를 비판적으로 추적해 봄으로써, 그러한 부정적인 현상의 근본 원인이 시민단체 내부의 ‘민주적 의사소통의 절차’가 온전히 확립되지 못한 결과, 시민단체 구성원들 간의 치열한 ‘자기비판 및 자기 검열’이 제대로 이루어지지 못한 데에 있다는 점을 비판적으로 드러내 보이고자 한다. 끝으로 이 같은 비판적 고찰을 통해 이 땅의 민주화를 이룩하는 데 앞장서온 시민단체들이 ‘현 단계’에서 규범적이며 당위론적인 차원에서 ‘최우선적으로 추구해야 할 민주화 과제’는 내부 구성원들 사이의 상호 수평적 관계에 기초한 ‘민주적인 의사소통 절차의 활성화 및 제도화 그리고 그에 기초한 단체 운영 방식의 확립’에 있으며, 이러한 과제의 성취를 통해서만 권력 비판과 감시를 비롯하여 민주화 구현의 선도라는 막중한 역할이 주어져 있는 시민운동단체 본연의 ‘존재 의미’와 ‘존립 근거’가 비로소 확보되고 유지될 수 있다는 점을 비판적으로 개진해보고자 한다.
Abstract
This paper aims at making critical considerations on the actual conditions and the problems of the NGOs which lead the democratization in the various spheres in Korean Society in the transition period from (formal) democracy to (material) democracy, centering around the aspect of the internal governance and the way of administration of NGO. In connection with the aim of this paper, more concrete subjects of our research are as follows: Firstly, we will intend to go over critically whether the decision-making and the administrative way in the NGOs internal structure are carried democratically into effect through the free and equal discourse and the discussion process from beneath. Secondly, we will try to reveal that NOGs are more and more strengthening close relations with the currently state power, even if this phenomenon is limited to several NGOs, and that such a negative situation is due to the non-establishment of democratic communicative procedure in the internal structure of NGO, as a result of that conditions the severe self-critique and self-examination among the members of NGO is not properly achieved. Finally, in reliance on this critical inquiry, we will mean to propose that the overriding democratization task which NGOs should pursue is the revitalization and institutionalization of democratic communicative procedure founded on the reciprocal horizontal relations between members of civic group, and the establishment of way of adminstration in the collective body on the basis of that fundamental conditions. For only through the accomplishment of that kind of task, 'the meaning of existence' and 'the ground of subsistence' of NGO which assume the important role to criticize and watch thoroughly the political economical power and to guide the realization of democracy in Korean Society can be secured and maintained.
