이 글은 동유럽 국가사회의의 변혁과정에서 시민사회의 역할에 대한 연구들을 검토하여 북한 시민사회의 형성 전망을 제시해보고자 한다. 이때 국가로부터 자율적인 저항적 시민사회라는 좁은 의미의 전형적 시민사회와 함께 비록 당-국가의 지배도구로 이용되며 그것에 종속되어있지만 지배체제의 이완기에 자율성을 회복하는 넓은 의미의 ‘준시민사회’로 국가사회주의 체제 하의 시민사회 개념을 확장하자는 제안에 주목한다. ‘공산주의적 권위주의 당지배체제’였던 폴란드와 헝가리에서 좁은 의미의 저항적 시민사회는 폭넓은 대중조직으로 발전하거나 다양한 제2사회의 형태들로 활성화되어 있었으며, 이들이 체제변혁의 구심점을 형성하였다. 반면 ‘공산주의적 전체주의 체제’였던 체코슬로바키아와 동독에서는 좁은 의미의 시민사회는 활성화되지 못한 대신 당의 지도와 명령에 종속되어 있으면서도 다양한 형태로 ‘재분화’되었던 ‘준시민사회’가 중요한 작용을 하고 있었다. ‘공산주의적 전체주의 체제’인 북한에서도 체제변혁에서 시민사회의 힘이 작용한다면, 그것은 좁은 의미의 저항적 시민사회보다는 넓은 의미의 ‘준시민사회’ 부분에서 작용할 가능성이 높다고 할 수 있다. 결론적으로 이 글은 북한 체제에 적극적으로 항거하는 일부 소수 행위자를 중심으로 한 저항적 시민사회의 형성에 대한 기대보다는 이러한 ‘준시민사회’의 ‘재분화’ 과정에 대한 연구와 주목이 필요하다고 주장한다.
Abstract
In order to forecast the formation of civil society in North Korea, I review the role of civil society in the transformation process of the state socialism in Eastern Europe. A noteworthy study proposes that it is necessary to extend the concept of civil society by adding an ‘semi-civil society’ to standard civil society definition. In Hungary and Poland were the resistant form of civil society in a wide range activated, while in Czechoslovakia and East Germany it is restricted to the small group of intellectuals. On the other hand, mass social organizations and associations played a critical role here in the transition period, which were dictated by the party-state in the state socialism. If a force of civil society works in the system ransition of North Korea, the important role would be given to this part of ‘semi-civil society’ rather than the resistant form of civil society. In conclusion, I argue that we should pay attention to the promotion and the redifferentiation of this ‘semi-civil society’ in prospect of system transition in North Korea.
