북한이탈주민의 관점으로 본 북한 시민사회의 실태: 재구성된 시민사회지표(CSI)를 중심으로

본 연구의 목적은 북한이탈주민 19명을 대상으로 한 심층인터뷰를 통해 연구참여자들이경험한 북한에서의 시민사회 형성 실태를 실증적으로 파악하는 것이다. 시민사회를 구성하는 개별 요소는 국제적 시민연대인 CIVICUS의 ‘시민사회지표’를 북한 실정에 맞게 재구성하여 정의하였으며, 인터뷰 내용은 시민사회지표의 네 가지 영역인 환경, 구조, 가치, 영향의 측면에서 질적 내용분석 방법으로 분석하였다. 연구 결과, 북한 정부의 통제와 규제는시민사회 형성에 강력한 방해요인으로 작용하고 있다. 그러나 생존위기 해결의 실패로 권위주의 정부에 대한 신뢰는 추락하고 있으며 외부정보 유입에 따른 북한 주민의 의식 변화는 불가역적 수준에 이르렀다. 북한 시민사회 형성 실태에 대한 북한이탈주민의 관점은 대중적 의식변화의 중요성을 부각시킨다. 또한 북한 시장이 공론장으로 진화할 가능성도 비교적 큰 것으로 전망되었다. 북한 시민사회 형성을 위한 구조와 환경 수준은 열악하지만, 가치와 영향 면에서는 시민사회의 맹아라고 볼 수 있는 수준의 유의미한 변화가 관찰되고있다.
Abstract
The purpose of this study is to empirically understand the actual state of civil society formation in North Korea as experienced by the research participants through in-depth interviews of 19 North Korean defectors. The individual elements that make up civil society were defined by reconstructing the ‘Civil Society Index (CSI)’ of CIVICUS, an international civic alliance to suit the situation in North Korea, where the interview contents were analyzed in terms of the four dimensions of CSI: environment, structure, values, and impact. This study employed a qualitative content analysis method to analyze the interviews. The results show that the North Korean government’s control and regulation are acting as a strong impediment to the formation of civil society. However, coupled with the inflow of external information and the state’s failure to resolve the food crisis, trust in the authoritarian government has been declining, and changes in North Korean people’s consciousness have reached an irreversible level. North Korean defectors’ perspectives on the current state of civil society formation in North Korea highlight the importance of changing public consciousness. In addition, the possibility of the North Korean market evolving into a public sphere is predicted to be relatively high. Although the structure and environment for forming civil society in North Korea seem to be unfavorable, significant changes are being observed in terms of values and impact at a level that can be seen as sprouts of civil society.
