본 연구는 남북한의 통일 혹은 통합이 새로운 체제를 고안하고 구성하는 과정에서 그 주체로서 자신들이 소속할 체제를 기획, 실험하고, 활성화하며 수정․보완을 거듭하는 ‘저작공동체’의 개념을 제안한다. 이 개념은 존 롤스의 정의론과 그로부터 확장된 국제 관계 이론의 도움을 받아 형성된 것이다. 저작공동체가 체제 저작의 주어로 자리 잡아야 하는 당위는 흔히 ‘국가’로 표기하는 국체(state)가 명멸을 거듭할 때, 그것들에 정당성을 주거나 빼앗는 정치적 주체이기 때문이다. 주권의 개념이 없거나, 군주제하에서 ‘백성’으로 불렸던 생활공동체는 스스로 체제를 저작한다는 자의식을 갖기 어려웠지만, 체제가 흔들릴 때 결사, 토론, 제안, 입법의 형태로 저작 활동을 전개했다. 통일, 정치사회, 혹은 교육의 영역에서 그러한 집단을 저작공동체로 개념화하지 않고 그 비중에 부합한 주체성을 인정하지 않는다면, 주권의 변동을 동반하는 정치적 변화를 설명하기도, 현 체제의 수정․보완 혹은 새로운 체제를 저작하는 적극적 주권 행사를 기대하기도 어렵게 된다. 아울러, 이 연구는 그 자체로 자유주의적 합리성을 가진 저작공동체가 자유주의적 입장에서 한반도 체제들의 현재 상태, 분단의 성격 인식과 양방 관계, 그것과 연관된 통합의 미래상에 대해 가질 수 있는 해석과 지향을 다루는 것으로 저작공동체의 유효성을 제시한다.
Abstract
Based on John Rawls’ theory, this study proposes the concept of a “state authoring community” in which members plan, experiment, activate and revise the state to which they belong. Within this framework, the unification or integration of the two Koreas is seen as a historical endeavor to devise and construct a new state. The reason the authoring community should be established as the subject of state building is because it is a political entity that grants or withdraws legitimacy from the state as it arises and collapses. Under a monarchy, the living community, lacking the concept of sovereignty, found it difficult to be self-conscious of their role in authoring the state. However, when the state was destabilized, these communities engaged in authoring activities through associations, discussions, proposals, and legislation. If the concept of an authoring community is not recognized within the fields of unification, political society, or education, and if subjectivity corresponding to its role is not acknowledged, explaining political changes accompanied by shifts in sovereignty, or actively exercising sovereignty to author a new state, will be challenging. Furthermore, this paper aims to demonstrate the effectiveness of the authoring community by addressing the interpretation and orientation of the current state of the Korean Peninsula, the character perceptions and bilateral relationships of division, and the future prospects of integration.
