과학영재교육기관 관리자의 정책인식분석: 정책집행 영향요인을 중심으로

이 연구는 과학영재교육기관 관리자의 정책인식을 분석하고 개선방안을 도출하기 위한 목적으로 수행되었다. 이를 위해 정책집행의 상향적 접근 방법을 통해 관리자의 인식을 분석하였으며, 정책집행 이론에 근거하여 관리자 정책인식을 결정하는 요인을 정책목표 요인, 집행기관 요인, 집행관리 요인, 정책환경 요인, 그리고 정책성과 요인으로 구성하였다. 총 35명의 과학영재교육기관 관리자들이 설문에 응답하였으며, 후속적으로 심층면담을 진행하였다. 과학영재교육기관 관리자들의 정책인식 분석 결과, 과학영재교육기관 관리자들은 정책목표가 모호하고 일관성이 부족하며, 과학영재 선발과정과 교육과정의 자율성 확대가 우선적으로 개선되어야 한다고 인식하고 있었다. 그리고 과학영재교육기관의 평가·관리측면에서는 타당성 제고와 평가자의 전문성 확보가 시급하다고 인식하고 있었다. 마지막으로 정책환경과 관련해서는 전반적으로 안 좋아지고 있지만 이를 개선하기 위해 정책추진에 대한 정부의 의지가 가장 중요하며 시급히 개선해야 할 문제라고 인식하고 있었다. 이에 따라 과학영재교육 정책성과를 증진시키기 위한 정책대안을 정책집행의 상향적 관점에서 제안하고자 하였다.
Abstract
This study was conducted to analyze the policy perception of science-gifted education institution administrators and to derive improvement plans. In order to analyze the administrators’ perceptions, policy implementation theory has been used as a foundation, and the factors that determine administrators’ policy perception comprise the policy target factor, the executive agency factor, the policy management factor, the policy environment factor and the policy performance factor. A total of 35 administrators of science-gifted education institutions responded to the questionnaire, which was followed by in-depth interviews. As a result of the analysis of policy perception of science-gifted education institution administrators, the administrators of science-gifted educational institutions have recognized that policy goals are ambiguous and lack consistency. They also recognized that the science-gifted selection process should be improved, and autonomy in the curriculum expanded. In addition, managers recognized the need to provide appropriate, high quality evaluation and management, and to increase the expertise of evaluators. Finally, administrators recognized that the policy environment was lagging, and that government needed a strong willingness to improve it. This study attempts to propose research-based policy alternatives to improve policy outcomes for science-gifted education.
