Abstract
Since the enactment of the Gifted Education Promotion Act, science gifted education in Korea has expanded but now faces a critical juncture. This study seeks to overcome this crisis not by attributing policy failures to individual programs or implementing agencies, but by investigating the structural bottlenecks embedded within the overall policy network. Departing from the conventional hierarchical model of policy implementation, the study adopts a polycentric governance perspective, analyzing the functional distortions and operational inefficiencies of the current science gifted education system. Utilizing a policy network framework, six evaluative criteria were established: clarity of purpose, publicness of policy, educational diversity, systemic linkage, program quality, and resource efficiency. Based on these criteria, the analysis reveals multiple interlocking problems: lack of consensus on policy objectives, disparities in access across regions and social classes, a formal dual-track system lacking substantive differentiation, fragmented educational pathways centered on reselection, weaknesses in teacher professionalism and implementation structures, and the absence of collaborative governance. These bottlenecks are not isolated deficiencies but stem from systemic failures in the interaction among policy actors. A lack of inter-institutional connectivity, redundant resource allocation, and ambiguous role division significantly undermine policy effectiveness. In response, this study proposes a comprehensive reform strategy encompassing the redefinition of policy objectives, securing equitable access to educational opportunities, diversifying programs, building continuous education pathways, enhancing implementation quality, and institutionalizing collaborative governance. Ultimately, the sustainable advancement of science gifted education cannot be achieved through the unilateral design of a single authority; rather, it requires a structural transformation toward a coordinated network where diverse stakeholders align around shared goals and pooled resources.
