Abstract
Following a political economy approach, this paper analyzes theoretical effects of local tax autonomy on productive local public goods and economic growth. Analytically identifying the three kinds of outcomes generated by the current system, a partially-decentralized fiscal scheme, and contesting-for-grant distribution system, it compares and contrasts the quantitative results across the systems. The main finding is that the contesting system has the largest impact on total resources allocated to productive local public goods. It also finds that the central government can encourage sub-national governments to raise local tax rates and increase their supply of productive public goods by increasing the portion of a general grant to be distributed according to the contesting incentive scheme.
