본 연구는 세입분권이 지역경제에 미치는 영향을 분석했다. 분석 방법으로는 지역경제성장함수와 지역산업연관표를 활용했다. 먼저, 선행연구들을 바탕으로 설정한 지역경제성장함수를 추정한 결과, 세입분권이 강화될수록 지역경제 역시 성장한다는 사실을 밝혔다. 또한 지역산업연관표를 활용하여, 국세의 지방세 이양을 바탕으로 국가 전체적으로 부가가치가 증가한다는 사실을 보였다. 이와 같은 사실은, 세입분권 강화를 위해 국세의 지방세 이양을 검토할 필요성이 있다는 사실을 보여준다.
Abstract
This paper is trying to test if the fiscal decentralization affects the regional economy or not. The function of GRDP and the regional input-output table are used to test it. Firstly, the result of the estimation of the function of GRDP shows that there is the positive relationship between the regional economy and the fiscal decentralization. Secondly, the regional input-output table shows that the transfer of national tax to local tax makes the value added increase. So the transfer of national tax to local tax to strengthen the fiscal decentralization should be considered by the policy makers.
