Abstract

The purpose of this study is to derive measures of the operational rationalization and facilitating loan management of the local development funds. To this end, a scenario estimating issuance and profitability of the regional development bonds, focusing Gyeonggi Province, was analyzed with the three-year moving average and ARIMA techniques, net income and bond issuance, and loan profitability forecast. The analysis of this paper proposed that the profitability of the fund should be enhanced by stable interest rate management on the issue of profitability reduction of the local development bond. Furthermore, this paper suggested that if the interest rate of regional development bond is lower (higher) than the deposit interest rate of local development fund, the policy of reduction or exemption of local development bonds can be implemented (cancellation). It also proposed to reduce interest rates on loans in local development funds, adjust loan repayment conditions, and revise the central government's law in response to the reduction in loan demand. And to expand the utilization of the local development funds, it proposed to expand the scope of loans to the local development funds, including investment in the quasi-public sector, and support cities and countries sewer facilities replacement.
