복수국적이 한국사회에 미치는 영향에 대한 연구

본 연구에서는 외국에 장기 거주 후 국내에 영주 귀국하여 한국 국적을 회복한 귀환이주자에 대한 국적회복과 그 취득 자격 및 절차의 문제점 여부와 복수국적자들이 한국사회에 미치는 영향을 살펴보았다. 복수국적 제도는 글로벌 고급인력의 적극적 유치를 위한 제도적 기반을 마련하고, 국민의 순유출을 방지하고, 국민으로 하여금 국적선택권이라는 합리적인 권리를 행사하기 위함이다. 또한, 해외의 우수한 인력을 유치하기 위한 방편이며 복수국적 시대를 원하는 해외동포들의 인적자원의 활용이라는 긍정적인 요구와 외국과의 형평성을 유지하고, 포용을 통한 국민대통합과 화합이라는 긍정적인 취지에서 도입되었다. 귀환이주자의 복수국적부여제도를 통해 문제점을 살펴본 결과, 복수국적자에게 부여되는 복지혜택에 제한을 두고, 국적회복 연령의 하향화를 통해 한국사회의 기여를 이끌어 냄으로서 국민 간 발생 가능한 갈등을 최소화 할 수 있음을 알 수 있었다. 이로써, 복수국적제도는 개선되고 보완되어 안착하게 될 것이다.
Abstract
This study is about the effect of returnee’s multiple nationality system and its effect on Korean society. The multiple nationality is to lay the institutional foundation for actively attracting global high-quality human resources, prevent the outflow of the people, and exercise the reasonable right of people to choose nationality. This can be a way to accept excellent overseas manpower in the wake of the recent low birth rate, aging population, and multiculturalism. In addition, it was introduced with a positive demand for the use of human resources by overseas Koreans who want to acquire multiple nationality, maintaining equity with foreign countries, and with a positive purpose of national unity and harmony through inclusion. This researcher proposes to discriminate against the welfare benefits of multiple nationalities and to lower the age of nationality recovery. This is reasonable, will minimize possible conflicts between the people, and can lead to fair policies.
