국민국가의 경계는 아무런 조건 없이 누구나 횡단할 수는 없다는 것이 주권 국가 체제의 고유한 특징이다. 그러나 급증하고 심화되는 이주의 시대에 국적의 문제는 보다 개방적으로 변하고 있다. 때문에 한국 사회의 경우에도 국적의 부여와 관련하여 국민의 지위와 자격에 대한 전향적이고 미래지향적인 개선이 요구된다. 무엇보다도, 엄격한 혈통주의에 대한 비판적 성찰과 개선, 이중국적에 대한 전향적인 사고, 귀화 절차의 간소화, 영주권 전치주의에 대한 제고 등이 시급한 개선 과제라고 볼 수 있다. 이처럼, 세계적 추세에 맞게 국적제도를 정비하는 것이 다문화 시대의 도전에 대한 적극적인 대응이며 이는 이민정책과 사회통합 정책을 체계적으로 연계시킬 수 있는 장기적·거시적 이민정책 로드맵 구축을 필요로 한다.
Abstract
As ‘Multiculturalism’ emerges as a new wage in this global village age, Korea is also gradually entering a multicultural society due to the increase of foreign workers and international marriage. Korean government is trying to make new policy for foreign nationals in Korea as the number of immigrants into Korea is increasing nowadays. Determining the boundaries of members was one of the most important problems that political communities faced in the global multicultural modern period. I deal with the Improvement Direction of the Nationality System. Firrst of all, this thesis deals with dual nationality systems and I contend that the increasing occurrence of dual nationality which a necessary means of adjusting the reality of multicultural global system. Second, for multicultural society, it is pre-requisite to have theoretical and practical discussions about jus sanguinis and jus soli. Third, this thesis contends improvement plan of the naturalization procedure. Ultimately, I will contend that the muiticultural citizenship would be realized by transforming and overcoming the citizenship developed in the nation-state.
