이 글은 1990년대 민주화 이전, 한국 사회에서 이산가족 관련 인도주의담론이 반공주의와 접합함으로써 남한 정권이 북한 정권과 대비, 스스로의 정당성을 확보해온 과정을 분석한다. 필자는 이를 ‘인도주의 분단정치’라고 명명한다. 이때 ‘인도주의’는 중립적이고 그 자체로 완결성이 있는 추상적인 가치나 지향이 아닌, 항상 다른 담론과 접합되어 특정한 효과를 생산하는 일단의 담론과 실천의 집합을 의미한다. 구체적으로는 이산가족 관련 담론이 집중적으로 생산된 세 영역 ― 남북대화, 미디어, 교과서 ― 을 살펴봄으로써 남한에서도 이산가족 이슈가 얼마나 정치적인 이슈였는지, 그럼에도 불구하고 어떻게 인도주의 이슈로 프레임되었는지, 그리고 그 효과는 무엇인지 살펴본다. 동시에 이 글은 이산가족 이슈를구성하는 다양한 담론 간 접합 양상의 불완전성과 담론적 이종성을 드러냄으로써, 이후 정치적 상황의 변화에 따라 이 이슈가 다른 방식으로 활용될 수 있는 가능성을 담지하고 있었음도 논의한다.
Abstract
This article analyses the process in which South Korean framing of the issues of separated families as humanitarianism before democratization was articulated with the discourses of anti-communism and thus contributed to justification of the authoritarian regimes against North Korea. I call it “division politics of humanitarianism.” Here “humanitarianism” is not neutral, self-evident, and abstract value or goal, but a set of discourses and practices that is always articulated with other discourses and thus produces certain effects. By analysing three main sites, such as inter-Korean talks, media and school textbook in which discourses of separated families have been extensively produced, I examine political characteristics of separated families in South Korea. At the same time, I analyze the process how the issue was mainly framed as humanitarianism despite its’ political characteristics. I also pay attention to certain “incompleteness of articulation” or “discursive heterogeneity” in the discourses of separated families which contribute to the possibility of different articulation in different time periods.
