“탈북자 심리”의 문화정치: 분단정치와 신자유주의적 통치의 절합

초록

이 글은 2017년 현재 분단체제하 북한이탈주민들에 대한 타자화가 단지냉전적 분단정치의 산물이 아니라, 신자유주의적 주체형성과 맞물린 보다 복잡한 문화 정치의 산물임을 논의한다. 세계적 냉전체제 해체 이전남북한 간 경쟁이 지배적이던 시기 한국사회로 들어온 “귀순용사”들은그 자체로 남한의 우월성을 입증하는 존재로 가치를 인정받았다. 그러나고난의 행군 이후 남한의 신자유주의 체제로 들어온 다수의 북한이탈주민들은 자본주의 체제에 적합한 주체/시민(deserving subject/citizen) 으로 재탄생해야 할 임무를 부여받는다. 이러한 과정에서 정부뿐 아니라활동가, 전문가 등 다양한 민간 행위자들이 “사회적 통치”에 참여해왔다. 북한이탈주민들을 신자유주의 체제에 적합한 시민, 즉 “자립자활능력”과“책임성”을 갖춘 주체로 재구성하기 위한 사회적 통치의 과정에서, 사고, 행동방식, 감정, 말투 등 이들의 몸과 마음에 새겨진 북한적 표식은적국의 흔적으로서만이 아니라 그 자체로 한국사회의 시민이 되기에 부적절한 특징들로 대두되었고, “탈북자 심리”는 교정과 치유의 대상으로구성되었다. 이러한 분석을 통해 이 논문은 분단체제가 그 자체로 고정된정치적 공간이 아니라 자본주의와 연동하면서 만들어지는 새로운 마음의 상태, 새로운 통치의 정서들을 구성해 나가는 시스템임을 고찰한다.

Abstract

This paper argues that construction of North Korean immigrants as “other” under the division system of 2016 is not only a product of Cold War politics of division but rather a more complex result of neoliberal subject production in its articulation of division politics. Before the demise of the global Cold War and in the era of competition between South and North Korea, small number of North Korean defectors are genuinely greeted as proofs of South Korean superiority. However, North Korean immigrants who came to neoliberal system of South Korea after the Arduous March are endowed with responsibility to reborn as deserving subjects/citizens for a capitalist society. In the process, their embodied North Korean markers such as ways of thoughts, actions, and speaking, and their emotions are not only considered as legacies of enemy state but also as characteristics that are improper to and incompatible with South Korean society. By focusing on the way how various actors of South Korea govern Korean immigrants’ psychology by emphasizing how they should think, feel, and express themselves, and what they learn as a norm of maum, this paper illustrates division system is not a static political space but a system that constantly constructs new states of maum that are made anew in relation to the ever-changing capitalism.
