Abstract

This study views the ‘Year of Friendship’ between North Korea and China not as a diplomatic goal pursued by each actor, but as a means to achieve their respective national goals and interests. Therefore, this study questions the misconceptions surrounding the ‘Year of Friendship’, which have recently been cited as a key basis for examining the abnormalities in North Korea–China relations, and to examine the significance of the designation of the ‘Year of Friendship’ from a national perspective. Comparing the ‘Year of Friendship’ in 2009 and 2024, North Korea’s shift in its intentional use of the ‘Year of Friendship’ is more pronounced than that of China. This shift is closely related to North Korea’s recent attempts to create and exploit a ‘new Cold War’ and the confrontational structure between the two blocs. These North Korean intentions run counter to China’s goal of ‘maintaining peace and stability in the surrounding region’, and China appears to have sought to preemptively block North Korea’s aforementioned attempts through the ‘Year of Friendship’. In response to North Korea’s shifting intentions in its use of the ‘Year of Friendship’ in 2024, China’s utilization also shows differences. The fact that the ‘Year of Friendship’ in 2024 ended without even a closing ceremony reflects this. Therefore, for South Korea, it will be important for the new government in Seoul to pursue flexible diplomacy with China and Vietnam and strengthen solidarity to maintain regional peace and stability.
