Abstract
This article chronicles the changes and the geographical range of Gaeseong-bu (開城府) in the early Goryeo dynasty. Goryeo dynasty, which began in the 2nd year of King Taejo’s (太祖) reign, moved the capital to the south of Songaksan Mountain (松嶽山) and set up Gae-ju (開州). Songak-gun (松嶽郡) became the center of Gae-ju (開州), or Gaegyeong (開京), and five gunhyuens (郡縣) - Gangeum-hyeon (江陰縣), Songrim-hyeon (松林縣), Gaeseong-gun (開城郡), Deoksu-hyeon (德水縣), and Imjin-hyeon (臨津縣) - became Gae-ju's (開州) Ryeonghyeon (領縣). These five gunhyuens (郡縣), which became Ryeonghyeon (領縣) of Gae-ju (開州), were the closest gunhyuens to Gaegyeong. Also, these areas were the field of activity of the first king, Wang-gueon’s (王建) ancestors. In 995(the 14th year of King Seongjong’s (成宗) reign), the Goryeo dynasty reorganized Gae-ju (開州) to Gaeseong-bu (開城府) and attached six Jeok-hyeon (赤縣) and seven Gi-hyeon (畿縣) to expand the special district which supported Gaegyeong (開京). The six Jeok-hyeons were Gangeum-hyeon, Songrim-hyeon, Gaeseong-gun, Deoksu-hyeon, Imjin-hyeon, and Jeong-ju (貞州). The seven Gi-hyeons were Jangdan-hyeon (長湍縣), Imgang-hyeon (臨江縣), Majeon-hyeon (麻田縣), Jeokseong-hyeon (赤城縣), Papyeong-hyeon (坡平縣), Tosan-hyeon (兎山縣), and Ubong-gun (牛峯郡), which were located outside of Jeok-hyeon. The geographical boundaries of Gaeseong-bu (開城府) were Yeseonggang River (禮成江), Jogang River (祖江), Imjingang River (臨津江), and a range of mountains that connected Gamaksan Mountain (甘嶽山) and Papyeongsan Mountain (坡平山). Also, Jeokhyeon and Gihyeon were areas in the range that could use Yeseonggang River (禮成江) and Imjingang River’s (臨津江) waterways. In 1018 (the 9th year of King Hyeonjong’s (顯宗) reign), the Goryeo dynasty dissolved Gaeseong-bu (開城府) and reorganized it into “Juh-hyeon and sok-hyeon system,” (主縣 -屬縣 體制) which had Gaeseong-hyeon and Jangdan-hyeon as its Ju-hyeon (主縣/Primary unit). In other words, Goryeo made Gaeseong-hyeon and Jangdan-hyeon its Juh-hyeon by dispatching hyeonryeong (縣令) to them. Three gunhyuens (郡縣), such as Gangeum-hyeon, Deoksu-hyeon, and Jeong-ju, became Sok-hyeons of Gaeseong-hyeon. Also, seven gunhyuens (郡縣), such as Songrim-hyeon, Imgang-hyeon, Tosan-hyeon, Majeon-hyeon, Imjin-hyeon, Jeokseong-hyeon, and Papyeong-hyeon, became Sok-hyeons of Jangdan-hyeon. At that time, the Gaeseong-hyeon (開城縣地域) and Jangdan-hyeon (長湍縣地域) areas were named Gyeonggi (京畿). Gyeonggi was attached directly to Sangseodoseong (尙書都省), the central office. The geographic range of the Gyeonggi territory, which was reorganized in the 9th year of King Hyeonjong’s (顯宗) reign), corresponded closely with the geographic range of Jeokhyeon․Gihyeon. Also, the Gaeseong-hyeon and Jangdan-hyeon areas were separated by a big range of mountains that ran through the Gyeonggi territory. Gyeonggi territory was integrated into Gaeseong-bu Territory (開城府領域) in 1062 (the 16th year of King Munjong’s (文宗) reign). With this, Jigaeseongbusa (知開城府事) became Ju-hyeon (主縣/Primary unit) and at the same time, Gyaesu-gwan (界首官). The geographic range of Gaeseong-bu (開城府) territory was the range that included Ubong-gun, which was Sok-hyeon of Pyueong-ju (平州), in the Gyeonggi territory in the 9th year of King Hyeonjong’s (顯宗) reign. That mirrored the geographic range of the Jeokhyeon and Gihyeon areas that belonged to Gaeseong-bu (開城府) in the 14th year of King Seongjong’s (成宗) reign.
