북핵 및 미사일로 야기된 위기가 점차 위험한 단계에까지 이르고 있다. 미국과 UN 등 국제사회의 거듭된 경고에도 불구하고 북한이 2차 핵실험을 하고 장거리 미사일까지 시험 발사했기 때문이다. 북한의 이러한 무모한 도발에 대해 국제사회는 강력한 제재를 다짐했고 이미 중국과 러시아도 동참했다. 따라서 북한은 이제 어떠한 형태이건 대가를 치러야 하게 되었다. 최악의 경우 이대로 가면 자칫 북 체제가 급변사태에 처할지도 모를 일이다. 북한의 이러한 위험한 도박은 김정일 와병 이후 정권안정과 후계체제 구축에 관한 내부문제에서 비롯된 것으로 판단된다. 따라서 우리의 위기관리 해법도 공세적 측면과 방어적 측면을 배합한 전략적 현실에서 찾아야 한다. 즉 강압적 설득이 회유적 보상보다 더 필요하다. 단순히 6자 회담식 외교협상은 이제 한계에 왔다. 시간은 결코 북측에 있지 않다.
Abstract
International crisis caused by North Korea’s nuclear and missile gamble now seems to enter a very dangerous phase. North Korea’s embattled leadership pushed through second nuclear test and launched experimental ICBMs, despite strong warnings by the US and the UN. North Korea consequently faces now stiff sanctions by the world body and the US administration, in which China and Russia are key participants. Hence North Korea should have to pay a big price which might end up, in the worst case, with the collapse of the sixty years old garrison state. Kim Jong Il’s provocative actions stemmed primarily from his illness and succession questions. This is the reason why we have to consider more offensive crisis management based on strategic realism to dissuade the belligerent regime, away from the existing six parties talks framework. Certainly, time is not on North Korea’s side.
