국제적 대북제재의 현황과 군사･경제적 영향분석 및 전망

본 연구는 미국의 핵심적 대북제재의 해제･완화와 일본 및 국제사회의 대북제재 강화가 북한에 미치는 영향 중에서도 특히 그간 소홀히 다루어진 군사･경제에미치는 영향을 분석하는 데 초점을 맞추었다. 그 중 북한이 가장 심각하게 받아들이고 있는 일본으로부터의 제재에도 비중을 두었고, 현 단계 제재의 영향 외에추후 제재의 향방에 따른 군사･경제적 영향을 대타협 시나리오를 중심으로 분석･전망하였다. 분석결과 일반 경제적 면에서의 제한적 효과에도 불구하고 특히일본의 전면제재는 군사･경제 측면에서 심각한 영향을 미치고 있고, 대타협이현실화될 경우 북한 군사･경제에 지대한 영향을 미칠 것으로 분석되었다. 따라서특히 중국, 일본에 의한 제재의 지속적 유지･강화가 필요하며, 한국도 남북경협확대에는 신중을 기해야 한다는 것이 핵심 정책적 함의이다.
Abstract
This article focuses on the military economic impacts of international sanctions against North Korea. It particularly concentrates on the effects of Japan’s sanctions which are currently thought to be the most complete and strict ones among sanctions episodes in the international community. This study also attempts to analyze the military economic impacts under the situation that the sanctions against the North are completely ceased by the successful implementation of the so-called “Grand Bargain”. Main conclusions are: Until 2008 seems to have been virtually no meaningful effects,but beginning in 2009 there would likely be some significant impacts on trade of North Korea depending especially upon China. Japan’s sanctions have given some hard blow to particularly military economic spheres of the communist nation which has long depended upon Japan and Korean ethnic organization there. China and Japan should maintain their current sanctions against the North in order to induce desirable North Korean behavior and in the same sense South Korea also should be careful to expand its economic cooperation with the North.
