북한 핵은 대한민국의 국가안보를 위협하는 실체적인 위협이다. 우리는 오로지 국가안보의 관점에서 다음과 같은 대비책을 마련해야 한다. 첫째, 6･25 전쟁 이후 북한의 재래식 위협에 익숙해진 한국에게 있어서 북핵은 전혀 다른 차원의 새로운 위협이라는 점을 인식하고, 북핵에 대비한 새로운 억지전략과 군사교리를 발전시켜야 한다. 둘째, 북핵 위협에 효과적으로 대처하기 위해서 한･미 양국이 공통된 위협인식하에 공동으로 대응해야 한다. 셋째, 북한이 한국에 대해서 핵사용을 위협하거나 실제로 사용할 때 어떤 수준의 보복을 할 것인가를 분명하게 밝혀둬야 한다. 넷째, 한･미 전시작전권 이양 일정과 연계해서 주한미군의 전술핵을 한시적으로 재배치하는 방안을 고려해야 한다. 다섯째, 당면한 북핵위협뿐만 아니라 통일 이후의 잠재 위협까지 고려해서 육･해･공군 균형발전을 지속적으로 추진해야 한다.
Abstract
North Korea’s nuclear capabilities are a substantial threat to South Korea’s national security. South Korea should prepare for countermeasures based on no other considerations except national security. First, accustomed to conventional threats from North Korea, South Korea should realize that nuclear North Korea is an entirely different sort of threat and thus, must develop a new deterrence strategy and military doctrines. Second, the ROK-US alliance is critical for confronting North Korea’s nuclear threat, and the two sides should take joint actions based on common threat perceptions. Third, the alliance should inform North Korea of responses it would take as detail as possible in case the North would threaten or use nuclear weapons. Fourth, the alliance is advised to consider redeploying American tactical nuclear weapons in South Korea in linkage of transfer of the OPCON in December 2015. Finally, minding present nuclear threats and in addition, potential threats after unification, South Korea should keep working on balanced development among Army, Navy, and Air Force.
