최근 북한은 미사일에 탑재할 정도로 핵무기를 소형화하면서, 미사일의 사정거리를 증대시켜 미국 등을 비롯한 다수의 국가들에게 “핵·미사일 위협”을 가할 수 있는 능력을 구비하고자 노력하고 있다. 한국은 이제 북한의 핵·미사일 공격에 대한 방어책을 심각하게 고민해야할 상황이다. 우선 한국은 수도와 핵심 전략시설을 방호할 수 있는 최소한의 PAC-3 미사일을 최단 기간 내에 획득할 필요가 있고, 나아가 전반적인 미사일 방어체제의 구축방향을 토의 및 연구해야 할 것이다. 또한 한국은 북한의 핵미사일 위협을 평가하고 대응책을 강구하기 위한 국가 수준의 조직을 설치함은 물론, 국방부와 합참에도 이에 대한 담당부서를 대폭적으로 보강할 필요가 있고, 미사일 방어와 관련한 군 간의 책임소재도 명확하게 밝힐 필요가 있다. 동시에 북한의 핵미사일 위협을 감소시킬 수 있는 다양한 대책을 강구함과 동시에 6자회담, 유엔, 미국과의 협력도 강화해 나가야 할 것이다.
Abstract
North Korea launched its satellite despite international warnings and deterrence initiatives in April 2012. It is being anticipated to conduct its third nuclear test sooner or later. North Kore wants to demonstrate its long range missile capability to reach United States with possibly a nuclear warhead. It is definitely a high time for South Korea to prepare against the possible nuclear missile threat by North Korea. As a few practical measures South Korea needs to acquire the PAC-3 system to provide the protection for its strategically important facilities and discuss the suitable and feasible missile defense system of its own. It also needs to have Xband radar systems for the early warning and detection of the North Korean missile launch and SM-3 missiles for the wider defense against potential missile from neighbours. However, these measures should be reinforced by the attack operations including preemptive actions if indispensable. Furthermore, South Korea should establish national level organization to assess the nuclear and missile threats of North Korea and the Ministry of National Defense should also establish or designate project teams for the nuclear missile defense. It should clearly allocate the authority and responsibility for the missile defense to services including Army, Navy and Air Force. At the same time, South Korea should try to find several solutions to reduce the nuclear threat, to closely cooperate with UN and to actively participate PSI activities with U.S. in regard to the North Korean nuclear missiles.
