동북아 역내 미･중 간의 대립적 군사전략과 한국의 선택: 서해에서의 갈등을 중심으로

서해에서의 물리적 힘의 과시를 통한 긴장의 고조는 중국의 군사 현대화에 의한 신무기들의 등장에 따른 군사력의 강화, 계속되는 군사비의 증강 등을 강조하는 미국 국내에서의 전문가를 비롯한 일반여론이 경고에 가까운 우려를 표명하고 있는 것과 결부되어 이 지역에서의 긴장감을 더욱 확대하고 있다. 중국은 황해, 한국은 서해라고 부르는 이 해역에 대해 동해에 관한 일본과 벌이고 있는 그 명칭에 대한 마찰은 없으나, 전략적인 입장에서 이 해역을 중요시하는 태도는 중국, 남-북한 간에 차이가 있을 수 없다. 이러한 환경 속에서 한국은 제1의 교역국으로 밀접한 통상관계를 맺고 있는 중국과 그리고 중국과 대립 각을 세우고 있는 군사적 동맹국으로서의 미국과의 관계에서 경제적･군사적 상황의 안정적 Nexus를 어떻게 형성해 나가야 할지를 전략적으로 검토해야 할 것이다. 이러한 검토를 위해서는 무엇보다도 이 지역에서의 중국의 군사적 전략과 변화의 추세 그리고 이에 대한 미국의 반응을 정확히 파악하는 것이 중요할 것이다.
Abstract
The tensions over the use of armed forces in the waters of the West Sea has been increased according to China’s military modernization, China’s significant imporvement of the military weapons, China’s increasing military expenditures, and the warnings in the United States from experts as well as public opinion. China and South Korea have no argument over the naming of the West Sea which is called the Yellow Sea by Chinese. However, there cannot be differences between China, South Korea, and North Korea on the attitude to the importance of this area in a strategic position. Under these circumstances, South Korea should need strategic examinations regarding how to establish the stable nexus of the economic and military situation with China that has close relations with South Korea as as South Korea’s number one trading partner and with the United States that is South Korea’s military alliance being in conflict with China. With regrad to the strategic examinations, it is important to understand the trend of China’s military strategy and change in the region and the reaction of the United States.
