본 연구는 군 학습조직화를 위해 민･관･군과 연계한 평생학습의 특성과 향후발전방향을 모색하기 위해 이루어 졌다. 이를 위해 「군 평생학습체제 구축 및운영전략」 정책 추진경과와 이천시와 용인시의 사례를 분석을 통해 군에서의평생학습체제 구축 및 운영전략이 왜 필요하며, 이를 위한 네트워크 전략을 어떻게 추진해야 할지에 대한 실사례와 방안을 제시하였다.
Abstract
The purpose of this study is to come up withfeatures of ROK military’s lifelong educationand its future development direction through the evaluation of the network strategy oflifelong learning and learning organization of the ROK military's lifelong education policy. To analyze the learning organization and the lifelong learning associated with the localgovernments, the analysis standards, taking into account various steps of establishing networkand CIPP evaluation model, were applied. The results of this study are as follows. First, military learning organization has been developed as the ways for achieving the goalsand improving the overall organizational effectiveness rather than that of personalperspective. Second, It has gradually developed from an institution-led system into a cooperativesystem with the external and private enterprise. Third, It is possible to know thatthe essential driving foundation of realizing the ROK military’s lifelong education systemhas been progressed with the community. Therefore, the internal military support is important at military learning organization forlifelong learning environment, but it suggested that there are more important issues suchas the cooperation with the external resource and the aggressive formation of networkwith all relevant community by considering the circumstance of each army.
