미국의 아시아 중시정책이 최근 표류하고 있다는 목소리와 우려가 커지고 있다. 아시아 중시정책이 동력을 잃고 있다는 것이 우려의 핵심에 위치하고 있다. 특히 문제가 되는 것은 미국의 국방비 감축 추세이다. 미국의 국방비는 2013년이후 지속적으로 감축되고 있다. 미국은 국방비 감축 기조하에 군사력을 재조정하고 있다. 문제는 향후 시퀘스터가 전면적으로 적용될 경우 국방비와 군사력감축의 규모가 훨씬 더 커질 수 있다는 것이다. 한국은 이러한 가능성에 대비하여 적정 수준의 국방비 확보 및 미래 군사력 건설의 방향성을 재조정해야 할것이다.
Abstract
The U.S. policy of pivot to Asia is at the center of controversy. The main element of the debate is that the rebalancing policy to Asia is losing its momentum. The continuous reduction of the U.S. defense spending since 2013 is considered the main cause of the faltering rebalancing policy. The U.S. is already trying to adjust its military force level and structure accordingly. If, however, sequester is fully implemented beginning the fiscal year 2015, the scale of the reduction in defense spending and military force would be much bigger than the Department of Defense and the military Services hope. Preparing for this possibility, Republic of Korea needs to secure a higher level of defense spending and adjust its force construction concept in the future.
