A Study on the Efficient Acquisition System of ROK Military Officers

The reduction of troop resource, due to the population cliff that Korea is facing, is inevitably accepted, not an option now. Korea has been applying Defense Innovation 4.0 to address such a problem. Policy measures thus far suggested, related to the improvement of the military service system, can be summarized as follows. A dramatic change and innovation in the conscription system has been promoted. That includes the size of the military, period of compulsory military service, expansion of the ratio of recruits, and recruitment of technical and skilled soldiers. A full and thorough review on the current mixture of conscription and volunteer system, promotion of elite troops, and reserve military system are suggested to be transformed. This study suggests that Korea urgently needs to develop a new paradigm for the efficient military recruitment system meeting future plans and prospects in order to complete Defense Innovation 4.0. It anticipates policy alternatives that drive to significant changes in the recruitment system and hopes that it provides an useful framework for the betterment. For the efficient acquisition system, it suggests the advancement of the military manpower structure, customized manpower acquisition system, improvement of the service management system and manpower operational system, and increase of women as well as civilian manpower. This inquiry contends that policy measures of the acquisition system in preparation for new changes in the defense and security environment will contribute greatly to the establishment of national security.
