북한의 핵･미사일문제와 선군정치노선 등 최근 북한정세를 비추어 볼 때, 남북군비통제가 조기에 추진될 가능성은 낮아 보인다. 이에 남북군비통제문제의 실효성/접근방향에 대한 새로운 검토가 요구된다. 북한의 핵무기 등 대량살상무기의 제거가 대북정책의 최우선 과제가 되어야 할 것인 바, 군비통제정책의 일차적 관심도 북한 핵능력 및 미사일 위협의 제거에 두어져야 한다. 이와 함께 우리의 군비통제정책은 보다 큰 틀의 대북전략, 예컨대 북한의 핵무장, 체제변화, 군사도발 등에 대한 대비 개념이 고려되어야 하며, 국가차원의 안보전략/국방정책과도 밀접히 연계된 내용이어야 한다.
Abstract
Recent DPRK situations characterized with nuclear & missile threat and military-first policy show low possibility of inter-Korean arms control in near future. This asks us to review effectiveness of current arms control policy of the ROK government. This article suggests that removal of DPRK's nuclear program must be the first priority of ROK's security policy. The author emphasizes that new arms control policy must be linked with the ROK national strategy, defense policy and policy to North Korea in dealing with several future situations such as DPRK's arming with nuclear weapons, regime change in the North, etc.
