해군은 1997년 「군인사법」 개정 이래 몇 차례 병과체계 개선을 시도하였으나 법 개정으로까지 이르지 못하였다. 그간 해군이 병과체계를 개선하고자 한 배경은 두 가지로 집약할 수 있다. 하나는 병과 세분화에 따른 인력 및 조직 운영상의 문제점, 이를테면 병과 및 기능 전문가의 균형 육성 곤란과 인사의 형평성 보장 미흡 등을 해소할 필요가 있었기 때문이고, 다른 하나는 기술 발달과 작전환경 변화에 부응할 필요를 느꼈기 때문인 것으로 판단된다. 이 연구에서는 관련 환경 변화와 문제 인식, 일반적 병과 및 특기 모형에 바탕을 두고, 미국, 영국, 호주, 일본 등 외국의 병과체계 발전 추세와 개선 노력을 살펴보았다. 그 결과, 해군은 병과체계의 진화적 발전을 도모하되, 기술과 군수 직군에 속하는 병과는 대병과로 발전시키고, 특기제도는 부특기 모형으로 발전시켜야 할 것으로 판단하였다. 이러한 기본방향에 따라 병과체계 및 특기제도 발전안과 관련 인력 및 인사관리 개선안을 제시하였다.
Abstract
The ROK Navy has tried to improve their officer occupational classification system two or three times since the Military Personnel Law were amended in 1997. The tries are mostly caused by two reasons: one is because they have felt that the officer occupational specialties are classified so much to cause some problems of the officer manpower and personnel management. The other is because they have needed to keep up with development of military science and technology and changes in their operational environment. This paper examines naval cases in United States, United Kingdom, Australia, and Japan. It also suggests some ways to improve the officer occupational classification system.
