본고는 북한의 미사일 능력 강화에 대응하기 위한 한국의 전략을 체계적으로 분석하고 있다. 북한은 이미 약 1,000기의 단･중거리 탄도미사일을 보유하고 있으며, 대륙간탄도미사일을 적극 개발하고 있다. 또한 핵무기 개발을 통해 대량파괴 공격능력을 강화하고 있다. 북한은 WMD 능력을 정치, 군사적 목적을 위해 다양하게 활용하고 있으며, 한국에 대해 핵참화와 같은 위협을 실제로 이행하고 있다. 한국은 이러한 북한의 위협에 대응하기 위해 보다 효과적인 대응전략을 마련하고 강화해야 한다. 특히 국제적 제재를 기반으로 한 대북협상과 병행하여 북한의 위협을 억제하고 무력화하기 위한 전략적 타격체계, 미사일 방어체계, 확장억제체제를 포함한 포괄적 체제를 구축할 수 있어야 한다.
Abstract
This paper analyzes South Korea’s strategy to counter the increasing missile threats of North Korea. It is assessed that North Korea is in possession of about 1,000 of short- and medium-range ballistic missiles and actively promotes intercontinental ballistic missile development. Also, it has strengthened mass destructive offensive capabilities through nuclear weapons development. North Korea exploits WMD capabilities to its full extent for its political and military purposes. In fact, it has used nuclear capabilities as a means of military intimidation as, for instance, threatening South Korea with a nuclear catastrophe on its territory. Thus, South Korea must prepare more effective strategy to neutralize and counter this type of North Korea threats. Especially, it needs to build up a comprehensive system with strategic strike system, missile defense system, and extended deterrence, in parallel with international sanctions against North Korea to change its behavior.
