군 장병의 문화적 역량 함양의 필요성과 군 다문화 교육의 방향 탐색

초록

본 연구는 다국적 군대에의 참여가 확대되고 동시에 다문화 가정과 장기 해외체류 장병의 유입과 함께 급격히 다문화 군대로 전환되고 있는 우리 군이 군장병의 문화적 역량 함양을 위한 평생교육 기관으로서의 역할해야 함을 강조하고,이를 위해 학교 현장에서 활발히 진행되고 있는 다문화 교육을 바탕으로 군 교육훈련의 방향을 제시하고자 했다. 이를 위해 먼저 문화적 역량과 다문화 교육의개념과 내용을 개괄하고, 객관적 자료를 바탕으로 우리 군의 다문화 군대로의전환 현상을 통해 문화적 역량 교육의 필요성을 확인하고, 마지막으로 다문화 교육의 관점에서 군 장병의 교육훈련 방향을 운영방법 측면과 내용선정 측면으로 나누어 제시했다. 본 연구의 결과를 간략히 제시하면 다음과 같다. 운영방법의 방향: ① 군 다문화 교육은 지금 바로 시작되어야 한다. ② 다문화병사뿐 아니라 일반 장병 모두가 교육 대상이다. ③ 지휘관 및 지휘자의 교육이우선 실시되어야 한다. ④ 일회적 프로그램의 형태가 아니라 일상 속의 지속적교육이어야 한다. ⑤ 민간과의 협력이 필요하다. 내용선정의 방향: ① 다문화주의 관점에서 접근해야 한다. ② 자기 자신의 문화적 편견을 이해할 수 있도록 한다. ③ 민족･문화적 정체성을 확립할 수 있도록한다. ④ 반편견, 반차별, 반불평등의 민주시민의식을 형성해야 한다. ⑤ 다문화적 협력의 필요성을 체감할 수 있어야 한다. ⑥ 갈등의 긍정적 가치를 이해하고갈등 조정 능력을 함양하도록 해야 한다.

Abstract

In recently years, Korean military is expanding participations in the multinational armed forces like Korean Peacekeeping Operations(PKO) and changing into a multicultural armed forces with entering of multicultural soldiers like the children of multicultural families and the long-term stayers abroad. At this point in time, this study aimed to explore the need of cultivating the cultural competence and the directions of education in Korean army as a socio-political mechanism for lifelong education based on the multicultural education which is highlighted in schools. As the results of this study, 5 directions for the operational methods design and 6 directions for the contents design are suggested. These results can suggest the development directions of military education.
