중국 시진핑 시대의 국방정책과 한국의 안보 전략

최근 중국은 ‘랴오닝’ 항공모함을 출역하고 ‘강군건설’을 공론화하는 등 군사대국화와 국방정책에 일대 변화를 예고하고 있다. 특히 두 개의 100년을 준비하는 ‘전략적 기회기’에 처해 있는 시진핑 시대는 그 토대를 다지는 시기라는 점에서 공세적 군사대국화와 국방정책의 변화가 예상된다. 중국은 강한 군대 건설을국방정책과 군 현대화 사업의 중심으로 생각하고 있다. 중국의 최근 군사대국화추세 등 국방정책 변화에 따른 관련 정책 분석 및 향후 전망은 중장기적으로한국의 생존과 대응전략 마련에 매우 시급한 일이다. 중국의 부상은 분명한 사실이다. 적어도 10년 동안 중국은 지속가능한 성장을 할 것이라는 전망이 지배적이다. 이제 우리도 중국의 부상에 우려의 시선보다는 중국의 성장을 우리의 전략적자산으로 활용하는 지혜가 요구된다.
Abstract
Especially during the Xi Jinping administration, when China is in the middle of its“strategic opportunity period” and needs to prepare for the 100th anniversary of theChinese Communisty Party and the 100th anniversary of the People’s Republic ofChina, a firm bottom for military power would be built and shift in China’s nationaldefense policy could be expected. China views the build-up of a strong military asthe kernel of its national defense policy and military modernization. It is urgent toanalyze the consequent changes in and the prospect of its national defense policyfollowing the progress of China’s goal of becoming a strong military power since itis crucial in the medium and long term to South Korea’s survival and the built of acorresponding strategy. It is true as steel that China is rising. Dominant analyses believethat China will maintain its sustainable economic growth for at least another 10years. Now, what we need is the wisdom that could utilize China’s growth as ourstrategic asset, rather than anxiety about China’s rise.
