파병 50주년 시점에서 재평가한 베트남전쟁의 현대 전략적 함의

베트남 파병은 한국 근현대사에 있어서 많은 의미를 가지고 있는 중대한 사건이었다. 따라서 베트남전 종전 이후 여러 학문 분야에서 베트남전에 대한 많은연구가 시행되어 왔다. 그러나 베트남 파병 50주년을 맞은 현시점과 최근의 새롭게 부각되고 있는 제4세대전쟁, 비대칭전쟁이라는 새로운 전쟁패러다임 등을 고려할 때 베트남전을 재고찰하여 현 시대적 군사전략 또는 국방 정책적 함의를찾는 것은 매우 의미 있는 과정이라고 할 수 있다. 즉, 이는 기존의 정규전적사고에 의해서 베트남전을 분석한 것과는 또 다른 의미의 분석이 될 수 있으며전략적 마인드를 재환기시키는 계기를 제공할 수 있을 것이다. 우리가 전사를통해 현대적 함의를 도출하기 위해서는 우선적으로 전쟁을 유발한 요인을 분석하고, 전쟁을 분석한 후 전쟁수행과정을 통해 전쟁전략의 적용과정을 입증한다. 이후 전쟁의 승패 요인을 분석하고 이를 통해 전략적 함의를 도출하는 과정을거쳐야 한다. 본 연구는 이러한 과정을 바탕으로 제4세대전쟁의 전형적 사례로평가받고 있고 1975년 베트남의 공산화로 막을 내린 베트남전쟁이 아직까지 분단되어 있는 현시대의 한반도 안보에 주는 전략적 함의를 도출하고자 한다.
Abstract
To dispatch troops to Vietnam War was historic event for the ROK. This year isthe 50th anniversary of the sending troops, and currently security circumstance hasbeen changing rapidly. Moreover, new aspect of war such as the 4th generation warand asymmetric war is taken growing interest among experts. Considering them, it isvery meaningful to analyze Vietnam war focusing not on the regular war but on theasymmetric war and strategy in order to find modern strategic implications on themilitary strategy and policy because The Vietnam war is a typical example to showthat weak state could beat the strong state. On the basis of this standpoint, the study will draw main factors with which theNorth Vietnam could win the war and unify the whole nation. It will also examinein two aspects, military and political/cultural aspect. In military aspect the study focuseson the strategical asymmetry and in poli-cultural aspect it will stress politicalpropaganda of communist in South Vietnam. Lastly, it will suggest policy and militaryimplications for the security of Korean peninsula.
