군사력의 유용성에 대한 논의는 역사적으로 계속되어 왔다. 군사력 건설에 부정적인 학자들은 재원의 비효율적 소비, 안보딜레마, 군비경쟁 등을 이유로 국방력 건설을 비판한다. 그러나 군사력의 역할이 단순히 군사적 수단만이 아닌 외교적, 국제정치적 수단으로 확대됨에 따라 그 유용성은 여전히 크다고 할 수 있다. 이에 세계 각국은 경제적이면서도 강력한, 그리고 변화된 안보상황에 부합되는 국방개혁을 추진하고 있으며 한국도 효율화 측면을 강조하면서 더욱 강한 국방 건설을 위한 국방개혁을 추진중이다. 따라서 본 논문은 유럽의 국방개혁 추진 사례를 통해 한국군이 지금 추진하고 있는 국방개혁에 있어서의 함의를 도출하고자 한다. 이를 위해 우선, 국방개혁 추진을 야기하는 변수 도출을 위한 이론적 논의를 실시하고, 이를 바탕으로 유럽 국가들이 국방개혁을 추진하게 된 배경을 분석한다. 이후 유럽 주요 3개국(프랑스, 독일, 영국)의 세부 국방개혁 추진 현황을 살펴보고, 이러한 유럽의 국방개혁이 현재 한국이 추진하고 있는 국방개혁에 주는 함의를 제시한다.
Abstract
The usefulness of military power has been one of the main issues in international politics. Negative perspective criticize that national defense construction could cause inefficient consumption of national resources, security dilemma and arms race. The role of military force, however, is expanding not only in military but diplomatic and international politics. In accordance with the changing security environment, countries around the world has been driving defense reform in order to increase its efficiency and power. The ROK also is pushing defense reform for the stronger and more powerful military emphasizing on its efficiency. On the basis of this, the purpose of this study is to discern the implications for the ROK military reform by analyzing the European cases of defense reform. For this, the study shall proceed first to identify the main factors through the theoretical discussion. Then, it will discuss background of European military reform and explore specific military reform of the three main states (France, Germany, and the UK). Lastly, the implications on the ROK militay reform and conclusion drawn from the study will be discussed.
