나토 ‘이중결정’이 최근 INF 사태에 미칠 함의: 동북아에 대한 영향 평가 및 한국의 대응 방향

미국의 INF 조약 탈퇴는 중국과의 동북아 군사패권 경쟁이 본격화하는 신호다. 중국은 대부분의 전력이 INF로 분류되는 단·중거리 미사일 전력으로 구성되어 있으며 미국은 중국의 위협에 대응하기 위해 동북아에 INF를 배치하거나 과거 소련과 체결한 INF 조약과 같은 신INF 조약을 추진할 수 있다. 1979년 나토의 ‘이중결정’은 전형적인 ‘채찍과 당근’ 접근 방법으로 INF의 배치와 폐기를 동시에 추진함으로써 궁극적으로 성공적 결과를 도출한 전략으로 신INF 조약 체결에 유용하게 사용할 수 있다. 이 경우 INF에 절대적으로 의존하는 중국이 손해를 볼 수 있는 구조이기 때문이 중국의 저항이 예상되지만 전략적 환경이 미국에 유리하며 한국도 혜택을 볼 수 있을 것이다.
Abstract
The US decision to abandon INF Treaty is a signal for intensifying hegemonic rivalry between US and China. The majority of Chinese capability is focused on short･medium range INF. The US can choose to deploy INF in North-East Asia but US is likely to pursue a new INF treaty based on the lessons learned from the previous INF treaty with the Soviet Union. The original INF Treaty was a product of a successful ‘dual-track decision’.
