본 논문은 트럼프 정부의 대중국 군사전략을 ‘경쟁전략(competitive strategy)’과 ‘비용부과(cost-imposing)’의 관점으로 분석한다. 경쟁전략은 트럼프 정부가 처음으로 제시한 것도 아니며 미국 전략문화에서 전혀 새로운 것도 아니다. 상대에게 ‘비용부과’를 지향하는 경쟁전략은 냉전기 미국이 소련과 경쟁에서 적용했던 핵심 전략이었다. 이러한 미국의 전략문화에 주목하는 본 논문은 미국이 중국과의 장기적 경쟁에서 전면적 무력분쟁보다는 최대한 확전을 회피하면서 억제하는 방책을 선호할 것이며, 미국의 지속적인 강점을 중국의 지속적인 약점에 겨냥하여 비용을 부담시키는 평시 ‘경쟁전략’에 주안점을 둘 것으로 해석한다. 미국은 중국과 경쟁에서 전면전보다는 분쟁 이전 단계의 ‘회색지대’의 제한전에 대비하는 맥락에서 군사력을 건설하고 운용하려 할 것이며, 병행해서 이러한 시도들이 중국에 비용을 부과하는 경쟁전략의 큰 틀로 수렴되도록 하는데 주안을 둘 것으로 주장한다. 구체적으로, 본 연구는 미국 군사전략의 핵심요소로서 국방전략서에서 첫 번째 노력선으로 제시한 ‘치명적 군사력’에 초점을 맞추어 ‘군사력 운용’과 ‘건설’ 방향을 분석한다.
Abstract
This paper analyzes the Trump administration's military strategy against China from the perspective of "competitive strategy" and "cost-imposing." The competition strategy is not the first one suggested by the Trump administration and is nothing new in the American strategic culture. The competition strategy, which aims to impose cost on the opponent, was a key strategy applied by the U.S. in the competition with the Soviet Union in the Cold War. This paper, which notes this strategic culture of the U.S., interprets that the U.S. will prefer measures to deter the full-scale armed conflict in the long-term competition with China, and will focus on the peacetime 'competitive strategy' in which the U.S. continues to bear costs, aiming at China's continued weakness. The U.S. insists it will try to build and employ military forces in the context of preparing for the restriction of the "gray zone" in the phase short of war rather than an all-out war in competition with China, and in parallel will focus on ensuring that these attempts converge into a large framework of competitive strategies that charge China. Specifically, this study analyzes the "military force operation" and "construction" directions, focusing on the "fatal military force" presented as the first line of efforts in the Defense Strategy as a key element of the U.S. military strategy.
