유럽 방위의 독자성 추구: 배경, 현황 및 전망

초록

제2차 세계대전 이후, 유럽에서는 안보의 달성을 위한 선택으로서 북대서양 조약기구(NATO)로 대표되는 미국과의 동맹을 강조하는 대서양주의와 방위력의 자립에 기반을 둔 독자 세력화를 추구하는 유럽주의 사이의 논쟁이 계속되어 왔다. 2010년대에 들어서는 러시아와의 정치·군사적인 대립 재현, 미국 방위 공약의 신뢰성 훼손에 대응하기 위해, 역내 국가들의 군사 협력 강화를 통한 유럽 방위의 독자성 증대 노력이 강조되고 있다. 비록 유럽이 NATO를 비롯한 미국의 동맹 공약을 완전히 대체할 정도의 방위 독자성을 갖추는 것은 상당히 요원(遙遠)한 일이겠지만, 대내외에서의 전략적 자율성을 확보, 강화하기 위한 기반으로서 역내 국가들의 방위 협력을 증진시키는 노력은 계속될 전망이다.

Abstract

Since the end of World War Ⅱ, there have been two competing perspectives among European countries on how to safeguard their own national security. One is Atlanticism, which emphasizes alliance with the United States (U.S.); represented by the North Atlantic Treaty Organization (NATO). The other is Europeanism, which pursues Europe’s status as an independent power based on defense autonomy. During 2010s, the resurgence of politico-military conflicts with Russia and growing skepticism over defense commitment by the U.S. are revitalizing efforts of European countries toward realizing autonomy in defense. Although it will be a still remote future for Europe to fulfill the autonomy in defense enough to replace alliance with the U.S., including NATO, Europe will continue to strengthen defense cooperation among countries in the region as a basis to secure and develop its strategic autonomy at both home and abroad.
