본 연구는 ‘AI 과학기술강군’ 육성이라는 『국방혁신 4.0』 목표 구현을 위해서는 군 과학기술 관련 부서의 역할이 중요하다는 인식에서 시작되었다. 이러한 관점에서 먼저 국방연구개발(R&D) 체계의 문제점에 대한 선행연구 결과를 고찰하여 개선과제들을 도출하였다. 그리고 국방연구개발(R&D) 관련 법규에 근거하여 국방연구개발(R&D) 소요창출, 기술기획 관련 문서 검토 및 의견 제시, 국방연구개발(R&D) 결과의 군 활용 가능성 평가, 군의 전문성 향상 및 전문 인력 양성, 민간 연구 기관과의 협력 강화 및 정보 공개 확대 등 군이 담당해야 할 5가지 역할을 식별하고 각 분야에서의 국방연구개발(R&D) 효율성 향상을 위한 군 역할 강화 방안을 제시하였다. 향후 군사적 식견과 경험, 과학기술에 대한 이해력을 지닌 군 전문 인력들이 군 역할 강화 방안을 내실있게 수행해 나간다면 ‘과학기술강군 육성’이라는 목표를 효율적으로 구현할 수 있을 것으로 기대한다.
Abstract
This study was initiated with realization of the importance of the roles of military departments related to Defense R&D. In this viewpoint, I first derived improvement tasks for Defense R&D from previous studies in order to identify Defense R&D’s the issues. And I identified the five roles of military departments, which are to draw up Defense R&D requirements, to review R&D planning Documents and provide feedback, to evaluate military usability of R&D results, to enhance the specialties of military departments and educate military specialized personnel, to intensify cooperation with civil R&D institutions and expand information disclosure. Then, I proposed measures to strengthen the role of military departments for the efficient achievement of Defense R&D. If military specialized personnel who have military insight & experience and general scientific knowledge strive to put the roles of military departments into practice, our military will efficiently achieve its goal, fostering robust Armed Forces of AI science and technology.
