본 연구는 대한민국 육군 내에서 인공지능(AI) 기술이 다양한 군사 영역으로 확산되는 흐름을 체계적으로 검토하고, 이에 따른 전략적 발전 방향을 제시하는 것을 목적으로 한다. 기술혁신의 전개 단계를 설명하는 Abernathy–Utterback 모델을 분석의 틀로 적용하여 민간의 AI 발전 과정을 유동기, 전환기, 성숙기로 구분하고, 각 단계에서 육군이 해야할 과제를 도출하였다. 연구 결과, 현재 육군은 AI 기술을 부분적으로 도입하고 있으나 제도적·조직적·인프라적·재정적 한계로 인해 효과적인 활용과 확산이 제약되고 있는 것으로 나타났다. 이에 본 연구는 AI 기술의 특성과 급속한 발전 속도에 부합하는 단계별 대응 전략을 제시하며, 군 전력 발전 과정 전반에 걸쳐 AI가 지속 가능하고 유기적으로 내재될 수 있는 통합적 기반 마련의 필요성을 강조한다.
Abstract
This study examines the diffusion of artificial intelligence (AI) across mission areas within the Republic of Korea Army and proposes strategic pathways for its development. Using the Abernathy–Utterback model as the analytical framework, the paper segments the evolution of civilian AI into the fluid, transitional, and mature phases and derives Army-specific action items for each stage. The analysis finds that, while AI is being introduced in selected domains, effective utilization and scaling up remain constrained by institutional, organizational, infrastructural, and budgetary limitations. In response, the study recommends phase-tailored strategies aligned with AI’s technical characteristics and rapid pace of change, emphasizing the need to establish an integrated foundation through which AI can be embedded sustainably and coherently across the entire force development process.
