신기술의 군사적 적용을 위한 전력발전업무체계 혁신 방향: 국방과학기술, 무기체계 개발 간 소요군-개발자 협업을 중심으로

본 논문은 우리 군의 전력발전업무체계를 4차산업혁명기술의 군사적 적용 면에서 진단하고, ① 전통적인 무기체계 획득에 장기간 소요, ② 신속시범제도를 수행 중이나 소요군 개발자 간 협업체계 부족, ③ 군사용 인공지능 개발의 특수성 고려 필요, ④ 국방과학기술 R&D와 군소요 간 연계성 부족 등 네 가지 문제점을 도출했다. 또한, 외국군(미군)의 신기술 적용체계에 관한 사례연구를 통해 세 가지 개선방안, ① 신기술의 적용을 위한 소요군-개발자 협업, ② 핵심기술의 개발을 위한 협업, ③ ①번~②번 방안을 수행하기 위한 과학기술연구센터 설립을 제시했다.
Abstract
This study examines the effectiveness of the acquisition system of the Republic of Korea (ROK MoD) in terms of application of the 4th generation technologies and identifies the following four problems: ① the long timeline for procurement, ② the difficulty in cooperation between military and developers in conducting rapid demonstrations of technologies, ③ the lack of considerations of the characteristics of military AI, ④ the weak linkage between defense tech R&D and force planning. Through the case study of the U.S. Army’s acquisition system, this study suggests three solutions for increasing effectiveness of the ROK MoD’s acquisition system: ① promoting cooperation between military and R&D organizations in enabling rapid application of new technologies, ② enhancing cooperation between user and developer in the process of developing core defense technologies, and ③ establishing of the Center for Army Science and Technology Development (CAST) for enabling such cooperation.
