본 연구는 미해병대변혁 "FD 2030"의 지난 5년간의 진행경과를 분석하고 그 성과와 함의를 제시하는 데 목적을 두고 있다. 연구목적 달성을 위해 미해병대가 공식적으로 간행한 문서들을 군사혁신 개념을 적용하여 분석함으로써 현재까지의 진행현황을 평가하고 진행과정상의 특징이 우리에게 주는 함의를 도출하였다. 연구결과를 종합해보면, 미해병대변혁은 인도-태평양지역에서의 對중국 전략의 일환으로서 해군과의 통합성을 강화하는 가운데 해병대의 역할을 새롭게 정립하겠다는 목표하에 추진되고 있다. 변혁과정을 작전개념 및 교리, 부대 및 전력구조, 자원활용 및 관리 측면에서 분석해 볼 때, 최초 계획이 일부 조정과정을 거치고는 있으나 대체로 큰 틀의 변화없이 변혁이 가속화되고 있다는 점을 확인할 수 있었다. 결론에서는 군사혁신의 관점에서 변혁의 동인, 변혁과정 그리고 최종상태를 평가하고 변혁과정의 특징이 우리에게 주는 함의를 제시하였다.
Abstract
This study aims to analyze the progress of the U.S. Marine Corps Transformation ‘FD 2030’ over the past five years and present its achievements and implications. To achieve this objective, we analyzed official documents published by the U.S. Marine Corps using military innovation concepts to evaluate the current status of the initiative and derive implications from its characteristics. In summary, the Marine Corps Transformation is being implemented under the goal of redefining the role of the Marine Corps while strengthening integration with the Navy as part of the U.S. strategy toward China in the Indo-Pacific region. When analyzing the transformation process from the perspectives of operational concepts and doctrine, unit and force structure, and resource utilization and management, it was confirmed that while the initial plan has undergone some adjustments, the transformation is accelerating without significant changes to the overall framework. In the conclusion, the drivers of transformation, the transformation process, and the final state are evaluated from the perspective of military innovation, and the implications of the characteristics of the transformation process for us are presented.
