본 연구는 북한이 핵 강압과 인지전의 특성을 결합한 핵인지전을 구사할 수 있음을 강조한다. 한미에 대한 북한의 핵 강압은 핵무기의 파괴력과 사용 위협을 토대로 목표 대상의 인지에 영향을 미치는 핵인지전으로 발전될 것으로 예상한다. 이를 위해 북한은 한미의 인지 영역으로의 접근을 위한 사이버전을 수행하고, 정보･심리･사이버･전자기전 등 비물리전을 복합적으로 적용하여 한미를 강압하려 할 수 있다. 아직은 북한이 초기 단계의 물리적 핵 강압과 사이버전 등 비물리전 수행이 가능한 것으로 관측되지만, 북한의 핵과 인지전 수행 역량과 의지를 고려 시 향후 고도화된 북한의 핵인지전에 유의할 필요가 있다. 본 연구의 핵심은 북한의 핵인지전 구사 전략을 전망한 것이다. 특히 북한이 한국과 미국의 국민, 정부와 군 인사 등 동맹집단, 핵 의사결정 참여 집단의 구조적 특징과 취약 요소를 공략하는 핵인지전을 수행할 수 있음을 강조한다. 한국과 미국 국민은 북한의 핵공갈 등 정보조작에 취약할 수 있다. 동맹집단(정부와 군)의 경우에도 확장억제 신뢰성 문제 등 핵 정책의 내재적 한계와 한미 간 긴장과 이해가 충돌될 수 있는 정책적 사안에 대해 북한이 고도의 내러티브를 수행할 수 있다. 한편, 한미의 핵 의사결정 참여 집단의 경우는 허위정보나 내러티브에 인지적 오류가 발생하기보다는 위기 상황에서 시간에 대한 압박, 결심과 결과에 대한 정치･사회적 책임과 부담이 취약요소로 작용할 수 있다. 따라서, 북한이 의사결정 방해를 위한 핵인지전을 수행하여 의사결정 타이밍과 알고리즘에 영향을 주려는 시도에 주의하여야 한다. 끝으로, 북한의 핵인지전 전략적 접근 방향은 △자신들의 핵 위협에 대한 신뢰성 강화, △한미동맹의 신뢰 약화와 분리, △한미의 핵 의사결정 체계에 영향을 주기 위한 것으로 분석하였다.
Abstract
This study introduces the concept of “nuclear cognitive warfare,” highlighting North Korea’s integration of nuclear coercion and cognitive warfare into a hybrid strategy. By leveraging nuclear threats alongside cyber and non-kinetic tactics such as information, psychological, and electromagnetic warfare, North Korea aims to exploit vulnerabilities in key targets: the general public, allied groups, and nuclear decision-making entities. Key vulnerabilities include the public’s limited nuclear knowledge, the inherent limitations of allied policies within the South Korea-U.S. framework, and systemic pressures on decision-makers during crises. North Korea’s primary objectives are to reinforce the credibility of its nuclear threats, weaken alliance cohesion, and influence nuclear decision-making processes. To address this threat, the R.O.K.-U.S. alliance must enhance cognitive resilience, mitigate disinformation impacts, and safeguard decision-making integrity. Building trust within the alliance and implementing proactive defenses against hybrid warfare are essential to maintaining stability and countering North Korea’s strategic manipulation.
