Abstract
This study reinterprets the transformation of North Korea’s nuclear strategy after the collapse of the Hanoi Summit through the lens of “nuclear-cognitive warfare” and analyzes its operational logic using the Deterrence Feedback Loop (DFL) model. Whereas existing studies have focused primarily on material indicators such as nuclear stockpiles and delivery systems, this research demonstrates that North Korea strategically exploits the realm of perception to maximize the effectiveness of its limited nuclear capabilities. It argues that the advancement of tactical nuclear weapons, the adoption of a more aggressive nuclear posture, gray-zone provocations exemplified by waste-balloon launches, and domestic narratives such as the “two hostile states” line constitute not separate developments but mutually reinforcing processes embedded within a broader framework of nuclear-cognitive warfare. By structuring North Korea’s behavior into the four stages of the DFL—nuclear crisis escalation, perception-based reaction assessment, internal justification, and strategic readjustment—this study identifies how external perception manipulation and internal legitimation interact to amplify deterrence effects.
