경찰의 부패태도에 영향을 미치는 요인에 관한 연구

최근 공정사회에 대한 관심이 증대되고 있는 현실에서 경찰의 부정부패의 척결은 중요한 과제이다. 특히, 경찰조직은 공공의 안녕과 질서유지를 담당하며, 시민과 접촉하는최일선의 기관이기에 경찰의 부패는 바로 국민들에게 전해지고, 그것이 경찰 전체 나아가 공직사회의 부패로 인식되므로 다른 어떤 조직보다도 경찰의 청렴성이 강조된다. 따라서 이 연구는 경찰부패태도에 영향을 미치는 요인을 밝히고, 경찰의 청렴성을 증대하기 위해서 어떠한 점에 초점을 맞추어야 하는 지를 살펴보았다. 이를 위해서 경찰부패태도에 영향을 미치는 요인으로 개인적 요인에 주목하여 개인의 징계경험과 준법의식그리고 자기통제력을 제시하였다. 분석결과, 징계경험이 있는 경찰일수록 부패태도가 높은 것으로 나타났다. 즉, 경찰공무원의 부패태도를 변화시키기 위해서는 징계와 같은 교정책은 무의미 한 것을 알 수 있다. 또한 준법의식이 높을수록 부패태도는 부정적이었다. 그리고 자기통제력이 높을수록부패태도는 부정적임을 알 수 있었고, 상대적으로 준법의식의 영향력이 큰 것으로 밝혀졌다. 이러한 결과는 경찰부패를 억제하기 위해 경찰징계를 엄격히 적용하는 것보다는 법의식 강화와 같은 윤리교육의 중요성을 강조한다. 더불어 자기통제력의 영향력이 의미있게나타난 것은 경찰공무원 채용 시 인성교육을 철저히 하여 문제소지 경찰관을 선별하는것이 중요함을 시사한다.
Abstract
Recently, our society’s interest about a fair society is increasing. At this point, the eradication of corruption among the police officers is an important task. Especially, since the role of the police is to maintain public peace and order and that the police agency is on the forefront of contacting citizens. Therefore, police corruption is easily transmitted to the public. In addition to that, corruption of police officers is recognized as the corruption of civil servants as well as the police organization. So the integrity of police organization is more emphasized and important than any other organization. Therefore, this study has revealed several factors that affect the attitudes of police corruption. And I am looking for ways to increase the integrity of the police. This study was focusing on personal factors and the factors affecting police corruption were presented like that experience of police officer’s disciplinary punishment, law-abiding sense and self control. According to the analysis results, the police officer who had experienced of discipline punishment is more likely to have higher affirmative attitude of police corruption than who had not. So it’s useless to impose a discipline punishment in order to change the attitude of the police towards corruption. And the higher of law-abiding sense lead to a negative attitude of police corruption. Also the higher self-control leads to a negative attitude of police corruption. Among these three factors, the most important thing is a law-abiding sense. In these results show that if we suppress the police corruption, we should be carried out the ethics education associated with strengthening legal consciousness. Self-control was formed during infancy. And once the self-control was formed, it will never change and is very stable. So to eliminate police officer with problems is important. In order to eliminate police officer with problems, personality test is the most important tool in hiring a police officer.
