EU의 해운동맹 폐지정책의 효과 분석 및 시사점

초록

본 연구는 2008년 10월 EU의 해운동맹 폐지정책의 효과를 분석하였다. 이를 위해 분석대상을 실험집단(구주항로) 및 통제집단(미주항로)로 구분하고, 분석기간은 정책 시행 전·후로 나누었다. 분석방법은 패널 데이터 분석기법 중 하나인 차분-차분 추정법(Difference-in-Difference Estimation)을 사용하였다. 분석 결과, EU의 정책은 효율성 증대(소석률 증가 효과)의 긍정적 측면이 있는 반면, 시장 불안정성 야기(운임변동성 증가 경향), 운임수입 감소 경향 등의 부정적 측면이 동시에 존재한다는 것을 확인하였다. 따라서 우리나라의 정기선 시장 경쟁정책의 수행에 있어, 이러한 부정적 측면을 최소화할 수 있는 방향에서 경쟁 강화정책이 수행되어져야 함을 알 수 있다. 한편, 본 연구에서는 수행하지 못했지만, 통계학적 가설검증이 가능한 회귀식을 이용한 실증분석과 화주를 포함한 고객만족도 조사가 중요한 향후 연구과제임을 제시하고 있다.

Abstract

This paper evaluated the policy of EU's abolition of liners' block exemption to competition rule in 2008. For empirical analysis, we divided the sample into the treatment and control groups and the period into pre-policy and post-policy ones. Also, we used so-called difference-in-difference estimation as an econometric technique. According to the results, ⅰ) EU's policy enhanced the efficiency of EU routes by raising the load factor, but ⅱ) worsened the market instability (rise in rate volatility) and ⅲ) reduced the voyage income of liners. So, when executing the pro-competition policy in Korea liner market, the government should do best in minimizing the above-mentioned negative effects. However, the authors suggested two future research topics such as ⅰ) empirical test using a panel data regression and ⅱ) survey of the customers' satisfaction.
