FTA가 결성되면 해운물류분야의 협력도 가속화되는 경향이 있다. 따라서 한-EU FTA의 추진과 관련하여 당사자간 해운물류분야의 주요 쟁점 사항에 대한 대응전략을 강구해 둘 필요가 있다. 한-EU 해운서비스 협상의 주요 의제는 연안해운의 개방, 국적선 인정기준, 항만접근 및 이용의 내국민 대우, 해운기업 및 보조기업의 투자 제한금지, 해상인력 교육 및 인정문제, 조달물자 운송시장의 개방 등이 될 것으로 예상된다. 그리고 최근에 EU를 중심으로 제기되고 있는 정기선 경쟁규칙의 제정, 해상안전, 해상보안, 해상오염 문제 및 환경개선 등이 EU 해운시장의 간접적 시장진입장벽이 될 것으로 판단된다. 따라서 이러한 쟁점분야에 대해서는 단계적 목표치를 설정하여 타결에 이를 수 있도록 접근할 필요가 있다. 그리고 국적선사들이 영업상 불이익을 받지 않도록 EU 해운정책의 변화방향에 부응하여 법제도의 지속적인 보완과 개선이 필요하다.
Abstract
International cooperation in shipping and logistics industry is likely to be accelerated once FTA is concluded among the countries concerned. So, it will be useful to provide countermeasures on any issues anticipated to arise from shipping and logistics business activities between Korea and EU. Major possible issues on Korea-EU shipping and logistics service convention will be cabotage, national flag approval criteria, national treatment in port utilization, limitations on investment in shipping and port industry, education of seamen and approval of relevant certificate, limitations on transporting Government procurement goods etc. And such issues as liner competition rule, shipping safety and security, sea pollution and environment preservation can be possible barriers to EU shipping and logistics market. Such issues are to be approached with elaborate stepwise strategy. On the other hand, continuous improvement on law and institution system according to any change of EU shipping policy is required in order for national shipping and logistics companies not to suffer from disadvantage in related business activities.
