평택항 국제여객부두 및 터미널의 개발방향에 관한 연구

평택항의 국제여객부두 및 터미널은 2005년부터 지속적인 이용객의 증가로 인해 시설 내 혼잡도가 심각한 상태이며, 시설 수용능력 증대의 필요성이 대두되고 있다. 따라서 본 연구에서는 평택항 국제여객부두 및 터미널의 합리적인 개발을 위한 고려사항을 중요도 분석을 통해 도출하는 것을 연구의 목적으로 하였다. 먼저 기존 연구 및 전문가 인터뷰를 통해 6개의 주요 고려요인을 도출하였고, 계층분석 의사결정법(AHP)을 활용하여 상대적 중요도를 분석하였다. 그 결과 평택항 국제여객부두 및 터미널을 이용하는 한·중 카페리 선사들과 전문가들은 ‘CIQ의 시설 및 인력확충’을 가장 중요한 요인으로 인식하였고, 하역사들은 ‘CY의 규모’를 가장 중요한 요인으로 선정하였다. 종합적으로 CIQ의 시설 및 인력확충(0.268)이 가장 중요한 요인으로 선정되었으며, 다음으로 선박의 운항편의(0.218), CY의 규모(0.173)가 중요한 요인으로 제시되었다. 이러한 결과는 정부 당국이 평택항 국제여객부두 및 터미널을 개발함에 있어 신속한 의사결정을 위한 기초자료로 활용할 수 있을 것이다.
Abstract
Congestion of international passenger wharf and terminal in pyeongtaek port has been serious by continuously increasing of users from 2005. So the necessity of enlargement for facility capability was raised. Therefore, the aim of this study is to select core factors for rational development of international passenger wharf and terminal in pyeongtaek port by analyzing importance. We draw sixth core factors through reviewing literature and interviewing exports, and analyse relative importance. The result is that ‘expansion of facilities and manpower about CIQ’ and ‘scale of container yard’ are recognized as the best important factors by car-ferry compaines between Korea-China, exports and stevedoring companies respectively. Synthetically, ‘expansion of facilities and manpower about CIQ’, ‘the convenience of sailing’ and ‘scale of container yard’ are evaluated as top 3 importance factors. This result can be used as basic data for prompt decision of government in case of developing international passenger wharf and terminal in pyeongtaek port.
