평택항 발전전략과 추진과제의 선정에 관한 연구

항만의 가용 자원을 적절히 배분하고 효율적으로 활용하는 것은 항만경쟁력 제고에 결정적인 역할을 하게 된다. 평택항은 경기도를 포함한 수도권과 중국 및 동남아를 수출입하는 화물의 처리에 특화되어 괄목할만한 성장을 유지해 왔다. 그러나 최근 환경변화에 대응한 항만발전 전략과 실천과제의 우선순위를 정하여 추진할 필요성이 있다. 본 연구는 AHP 분석기법을 활용하여 평택항의 발전전략 요인을 도출하고 평택항 이해관계자들의 인식을 바탕으로 정책 추진과제의 우선 순위를 선정하는 데 목적이 있다. AHP 분석결과 상위 전략요인으로는 항만배후단지 및 연계강화가 가장 중요하며 다음은 항만운영효율화로 나타났다. 전체 16개의 세부추진요인에서 가장 우선적으로 추진해야할 과제는 항만배후단지 확충, 항만클러스터 조성, 스마트항만 개발의 순으로 나타났다. T검정을 통한 집단 간 인식의 차이는 없는 것으로 나타났다. 이러한 결과를 토대로 볼 때 평택항의 발전을 위해서는 무엇보다 배후단지의 개발과 스마트 항만으로의 개발이 가장 시급하게 추진되어야 할 것으로 제안할 수 있다.
Abstract
Proper allocation and efficient utilization of port’s resources available play a vital role in enhancing port competitiveness. Pyeongtaek Port has maintained remarkable growth by specializing in the handling of cargoes to and from the metropolitan area including Gyeonggi-do, and China and Southeast Asia. However, it is necessary to implement port development strategies and action tasks while prioritizing in response to recent environmental changes. This study aims to derive the factors for the development strategies for Pyeongtaek Port and to prioritize policy implementation tasks based on the perceptions of port’s stakeholders employing AHP(Analytic Hierarchy Process) method. As a result of AHP analysis, as the top strategic factors, the port hinterland and reinforcement of linkage are the most important, followed by port operation efficiency. Out of all 16 implementation tasks, the most important tasks to be pursued were the expansion of the port hinterland, the creation of a port cluster, and the development of smart ports in order. There was identified no difference in perception between groups through the T-test. Based on these results, it is suggested that for the development of Pyeongtaek Port, the development of the hinterland complex and the development of a smart port must be promoted most urgently.
