Abstract

Communication in the police organization has an absolute impact on achieving the goals of the organization and on mutual trust and morale among the members. Communication is an important mediator in achieving the common goal by the union of the supervisor and the subordinate, and at the same time, it means to strengthen the cooperative effort and cohesion between the superior and the subordinate. In this study, we analyze the representative systems related to the communication practically practiced in the police organization by classifying the communication as bottom-up, top-down, and horizontal according to the organization "communication path" The police officers of the Incheon Metropolitan Police Department analyzed the characteristics and actual conditions of communication within the police organization, the result of studying the improvement plan focusing on the problems is as below. First, institutional, environmental, and cognitive improvements are needed to improve the authoritarian organizational culture derived from the hierarchical peculiarities of police organizations. Second, in the case of downward communication, it is required to activate a new communication path suitable for field work department according to departmental characteristics. In terms of quantity and quality of information, some level of control should be given to the members of the organization, especially the subordinates who will be in contact with the actual people. Third, in horizontal and upward communication, there are many deficiencies, but upward and horizontal communication has been more activated, compared with the past, as the establishment of new systems. The procedure becomes simple and the utilization rate of the employees is high due to the activation of the internal computer system.
