경찰조직의 성과정보 생산과 활용에 관한 연구: 경찰성과지표 운영현황 진단을 중심으로

초록

이 연구는 경찰조직의 책임성 확보를 위한 정부혁신기제로서 성과관리제도에 주목하여, 경찰성과관리제도가 권한 남용의 방지, 국민의 신뢰도 제고 등 경찰조직의 책임성 확보에 기여하는지를 실증 분석하였다. 경찰조직은 사회와 국민의 안녕 및 보호를 위하여 강제력을 수반한 폭넓은 권한을 부여받음에 따라, 경찰활동이 조직의 미션과 비전, 목표에 맞게 운영되고 있는지 책임성의 측면에서 점검할 필요성이 제기된다. 이러한 측면에서 결과중심의 관리를 통하여 최종 성과에 대한 책임을 강조하는 성과관리제도는 경찰조직의 책임성 제고를 위한 새로운 대안으로서 제시될 수 있다. 성과관리를 통한 책임성 확보를 위해서는 성과평가 및 성과정보의 생산과 활용이 강조되며, 이는 결국 성과측정단계에서 타당하고 신뢰성 있는 성과측정이 전제되어야만 한다. 따라서 본 연구는 경찰활동의 신뢰성 있는 성과측정을 위한 주요 기준으로 명확성과 대표성, 객관성, 일관성 등 네 가지 원칙을 도출하여 경찰조직의 성과측정체계 및 성과지표 운영현황을 진단·분석하였다. 분석 결과, 보다 객관적이고 정확한 성과측정 및 성과정보의 생산을 위한 경찰조직의 개선 노력 또한 존재하였으나, 업무상의 특성 등으로 인하여 이러한 원칙을 충족하는 데 제한적인 측면이 존재하였다. 본 연구는 분석결과를 바탕으로 성과지표설계 및 측정과정에서 경찰조직의 책임성 제고를 위해 요구되는 관리과제들을 논의하였다.

Abstract

This study analyzes whether the performance management system contributes to enhance the accountability of the Korean National Police Agency (KNPA). The KNPA has broad legal authorities and coercive power for maintaining social safety and protecting the public, which makes the effective control of the agency critical. One of the more contemporary approaches to achieving this purpose is performance management. Reformers argue that performance information produced from a well-designed performance management system can be utilized in a way that improves the effectiveness and transparency of the police activities, thereby enhancing the accountability of the organization. This study assesses the implementation of performance management in the KNPA, focusing the performance measurement stage. It is because the efficacy of any performance management system is critically affected by the validity and reliability of its performance measures. This study used four criteria to assess the quality of performance measures, including clarity, representativeness, objectivity, and consistency. The results indicate that the KNPA has room for improvement in each criterion. This study discusses managerial tasks required to improve the quality of KNPA performance measures for more effective accountability.
