공공부문은 민간부문과는 달리 이른바 파산의 치유력(healing power of bankruptcy)을 결여하고 있기에 성과관리를 향한 의식적인 압력이 필요하고 그러한 성과관리의 핵심은 성과측정에 있다. 이에 따라 오늘날의 정부기관들은 보편적으로 성과측정을 요구받는 추세에 있으며 경찰의 경우에도 성과측정의 중요성이 높아지고 있다. 경찰의 성과평가 및 성과측정은 경찰에 대한 국민의 신뢰를 향상시키기 위해 필수적일 뿐 아니라 경찰의 각종 정보처리․분석 능력의 발전으로 그 도입 여건도 개선되고 있다. 이 글은 현재 도입 초기에 있는 경찰 성과측정이 향후 보다 책임성 높은 성과측정으로 발전하기 위한 기본적인 방향을 모색하고자 하였다. 이를 위해 성과측정의 이론적․방법론적 기반을 검토한 다음 경찰 성과측정의 발전방향을 성과지표의 선정문제에 초점을 맞추어 논의하였다. 일반적으로 각국의 경찰이 채택하는 성과지표는 결과 중심의 직접지표보다는 산출 중심의 간접지표를 위주로 하는 경향이 있으며 우리나라의 경우에도 그러한 경향이 매우 두드러지고 있다. 하지만 경찰의 입장이 아닌 국민의 입장에서 보다 관심사가 되는 것은 간접지표보다는 직접지표인 경우가 많다. 그러므로 향후 경찰 성과측정의 책임성 제고를 위해서는 직접지표 유형의 성과지표들을 보다 확충할 필요가 있다. 또한 경찰 성과지표의 대부분이 비교적 정량화가 용이한 경성지표로 되어 있는데, 자칫 피상적․기계적 성질을 띨 수 있는 경성지표의 한계를 보완하는 연성지표를 보다 풍부하게 개발할 필요도 있을 것이다.
Abstract
The public sector is in need of conscious and permanent pressure for performance management because it is lack of healing power of bankruptcy. One of the essential parts of performance management is performance measurement. In this context, police organizations are asked for performance measurement which is necessary for people's trust in the police and is getting more feasible through development of the police's information technology. This study discusses some policy orientations for police performance measurement to be more responsible. Theoretical and methodological bases for performance measurement are reviewed and some guidelines for improving police performance measurement are examined focused on the problem of choosing adequate performance indicators. There are strong inclinations that the police's existing performance measurement system relies overwhelmingly upon output-based indirect indicators rather than outcome-based direct indicators and on hard indicators rather than soft indicators. However, in citizens' viewpoints, direct indicators are often more important and more meaningful than indirect indicators. At the same time, hard indicators which occupies the greater part of existing police performance indicators have limitations because they could be dealt with mechanically and superficially. For police performance measurement system to be more responsible, it is necessary to make more efforts to create direct indicators and soft indicators.
