본 연구는 정보경찰의 성과지표 설계를 중심으로 성과관리현황을 분석하였다. 정보경찰활동은 최근 사회적, 정치적 환경 변화로 인해 그 논란이 확대됨에 따라 정보경찰에 대한 개혁필요성이 강조되고 있다. 이러한 측면에서 성과관리제도는 결과중심의 관리를 통해 정보경찰에 대한 관리와 책임성 확보를 가능하게 한다는 측면에서 개혁수단의 일환으로서 주목할 필요성이 제기된다. 성공적인 성과관리제도의 운영을 위해서는 신뢰성 있는 성과측정이 전제되어야 하며 본 연구에서는 기존의 논의들을 종합하여 효과적인 성과측정의 기준으로서 대표성과 객관성, 일관성 등의 원칙을 도출하였다. 본 연구는 이러한 원칙과 함께 Meier(2000)가 제시한 ‘대응성’과 ‘유능성’이라는 공공가치 창출의 관점에서 2007년부터 2018년까지의 정보경찰의 성과지표 및 성과측정체계의 변화를 진단‧분석하였다. 분석 결과 정치적 환경과 사회적 요구의 변화에 대응하기 위한 정보경찰 차원의 개선 노력 또한 발견할 수 있었으나 각 원칙들을 성공적으로 달성하는 데에는 일부 한계 또한 존재하였다. 이에 본 연구는 분석결과를 바탕으로 정보경찰의 효과적 운영을 위한 관리과제들을 논의하였다.
Abstract
This study analyzes the performance measurement system of intelligence police focusing on the design of the performance indicators. Recently, the controversy over the activities of information police has been expanded due to changes in social and political environment. Therefore, the necessity of reforming the information police is rising, and the importance of the performance management system is emphasized as a part of such reform measures. In order to operate a successful performance management system, reliable performance measurement should be premised. In this study, principles of representativeness, objectivity and consistency are derived as effective performance measurement criteria by analyzing previous studies. In addition to this principle, we also examine the change in the design and performance measurement system of the intelligence police from 2007 to 2018 in terms of creating public value of 'responsiveness' and 'competence' proposed by K. Meier(2000). As a result of the analysis, we can also find efforts for improvement of the intelligence police to response with changes in the political environment and social needs, but there are limitations in achieving each principle successfully. Therefore, this study discusses management tasks for effective management of intelligence police based on the analysis results.
