수사권 조정에 따른 경찰조직진단에 관한 연구 - 경찰 계급체계를 중심으로

본 연구는 우리나라 경찰조직의 계급체계 전반에 대한 문제점과 내용을 짚어본 후, 지방자치단체 등 국내 기관과 외국사례와의 비교ㆍ분석을 통해 그 개선방안 제시를 목적으로 하고 있다. 본문 내용과 관련하여, 현재의 경찰 계급체계와 그 비율, 승진제도 및 각 제도별 승진인원을 살펴보고 계급체계의 문제점으로 승진적체와 다른 공무원과의 직급체계 불평등으로 인한 직급구조 및 승진제도의 운영상 문제점 등을 짚어본 후, 그에 대한 개선방안을 제시하였다. 또한, 계급체계의 측면과 계급제도의 운영 측면으로 구분하여 대안을 제시하였다. 먼저, 계급체계의 측면과 관련한 내용으로는 경찰청장의 위상을 비롯한 경감부터 치안정감까지의 계급 조정과 계급의 축소 필요성, 지방자치단체 등 타 기관과 비례하는 계급체계의 조정 등을 제시하였다. 경찰 계급제도의 운영 측면과 관련하여서는 경감 승진에 대한 논의의 중대성 등을 제시하였다. 경찰의 오랜 숙원사업이었던 수사권 조정이 이루어진 지금 이로 인한 국민에 대한 절대적인 신뢰는 말할 필요가 없다. 그러기 위해서는 수사에 대한 개선 부분은 당연한 것이고, 그 외적으로 이를 위한 조직 내부 구성원들의 사기진작 등이 선행되어야 할 문제라고 생각한다. 따라서 이 시점에 경찰조직에 대한 전반적인 조직 진단이 이루어져야 할 것으로 생각되어 첫 번째 연구로서 조직구성원들의 가장 관심 있는 사안 중 하나인 경찰 계급체계의 개선방안을 검토해 보았다. 이를 통한 질 높은 대민서비스와 함께 경찰관 개개인의 복지 향상에도 기여함으로써 수사권 조정시점에 즈음한 한층 발전된 경찰조직의 모습을 기대해 보고자 한다. 아울러 계급체계와 관련된 자료들은 최근 것을 바탕으로 진행하였다.
Abstract
The purpose of this study is to examine the problems and contents of the overall rank system of the police organization in Korea, and then aim to suggest improvement plans through comparison and analysis of domestic organizations and foreign cases such as local governments. Regarding the contents of the text, after reviewing the current police rank system and its proportions, promotion system, and the number of people promoted by each system, after reviewing the problems of the rank system and the problems of the rank structure and the operational problems of the promotion system due to inequalities in the rank system with other public officials, Suggestions for improvement. In addition, alternatives were presented by dividing them into aspects of the rank system and the operation of the rank institution. First, contents related to the aspect of the rank system were presented, including the status of the Commissioner General and the need for class adjustment from Senior Inspector to Chief Superintendent General, and the need to reduce the rank. Regarding the operational aspects of the rank institution, the importance of debate on the promotion of Senior Inspector was presented. Needless to say, the absolute trust in the people resulting from the adjustment of the investigation rights, which was the long-awaited business of the police, was made. In order to do that, the improvement of the investigation is natural, and I think that it is a matter that the morale of members inside the organization should be preceded for this. Therefore, at this point, an overall organizational diagnosis for the police organization was supposed to be made, and as a first study, the improvement plan of the police rank system, one of the most interesting issues of the organization members, was reviewed. Through this, we will look forward to the appearance of a more advanced police organization around the time of the adjustment of the investigation rights, by contributing to the improvement of the welfare of each police officer along with high-quality public service. In addition, the data related to the class system were conducted based on the recent ones.
