Abstract

The purpose of this study is to suggest improvement measures by examining the actual condition and problems of the salary system of police officers. To make a reasonable judgment on the validity and appropriateness of the paying, it depends on how fairly the salary system is established through comparison with other organizations in the same class. In this study, we analyzed the necessity of establishing a conservative system that reflects the special nature of police work and whether the conservative system of the police organization is appropriate compared to foreign police organizations. Studies have shown that the pay is lower than the specificity and responsibility of police work, even if compared to public security positions with similar duties. On the contrary, the longer the tenure is extended, the wider the gap between the different jobs is. In addition, various allowances are frozen, overtime pay is limited or not even paid. Moreover, it is difficult to reflect the special nature of the system as it uses the salary system of ordinary civil servants without independent remuneration-related laws. Therefore, the remuneration system of police officials should restore their status as a major part of basic pay. And allowances such as various allowances are either incorporated according to their practical nature or those with a personality such as basic pay must be added to the basic salary. Discussions on enacting an independent remuneration law that can reflect the specific nature of the work should also be addressed in depth. In addition, it seems urgent to manage flexible personnel through reducing the rank level to match the rank of general and public security officials and corresponding remuneration payments, gradually switching to and replacing general public servants, and strengthening the deployment of field-oriented police personnel.
